ASNAF’S PERCEPTION OF THE IMPLEMENTATION OF THE FOOD BANK PROGRAM BY LEMBAGA ZAKAT NEGERI KEDAH

Abstract

This article examines the perceptions of asnaf (zakat recipients) regarding the implementation of the Food Bank Programme by the Kedah State Zakat Board (LZNK), which aims to ensure food security among the poor and needy. Although this programme plays an important role in meeting basic food needs, empirical studies on its effectiveness and implications for Islamic welfare remain limited. Therefore, this study aims to analyse the demographic profile of beneficiaries, evaluate the effectiveness of the programme’s implementation at mosques, and assess asnaf perceptions of the quality and suitability of the assistance received. The study employed a quantitative descriptive design through the distribution of questionnaires to 240 respondents across six selected mosques in Kedah. Data were analysed using SPSS version 29, involving frequency, percentage, and mean score analyses. The findings indicate that the asnaf’s perception of programme implementation was high (mean = 4.48–4.93), while the overall evaluation of its effectiveness recorded mean scores ranging from 4.87 to 4.98. More than 90% of recipients reported improved food security and positive satisfaction with the assistance provided. These results demonstrate that the Foodbank LZNK not only fulfils physical needs but also contributes positively to the social, psychological, and spiritual well-being of recipients. Nevertheless, several challenges remain in distribution efficiency and long-term programme sustainability. The study’s implications highlight the crucial role of zakat institutions as community-based implementers of Islamic welfare, advocating for a more systematic, transparent, and inclusive distribution mechanism aligned with the principles of maqāṣid al-sharīʿah and social justice in Islam.
