Developing a Maqasid-Based Framework for Institutional Media Governance: Integrating Shariah-Oriented Policy in Addressing Misinformation and Hate Speech in the Digital Era
تطوير إطار مقاصدي لحوكمة الإعلام المؤسسي: توظيف السياسة الشرعية في مواجهة التضليل الإعلامي وخطاب الكراهية في البيئة الرقمية
Abstract
يهدف هذا البحث إلى تطوير إطار مقاصدي لحوكمة الإعلام المؤسسي في البيئة الرقمية من خلال دمج مبادئ السياسة الشرعية مع أدبيات حوكمة الإعلام المعاصرة. وينطلق البحث من أن التضليل الإعلامي وخطاب الكراهية لا يمثلان مجرد أخطاء أخلاقية أو مشكلات محتوى منفصلة، بل يعكسان تحديات حوكمية ترتبط ببنية المنصات الرقمية، والمساءلة التحريرية، وشفافية التمويل، وآليات التحقق، ومستوى الثقة العامة. ويعتمد البحث مقاربة المقال المفاهيمي من خلال مراجعة تكاملية للأدبيات، والتحليل المفاهيمي، وتركيب النظريات، وربط المقاصد الشرعية بآليات الحوكمة. ويقترح البحث إطارًا يحول مقاصد الشريعة، ولا سيما حفظ العقل والنفس والكرامة والدين والمال والمصلحة العامة، إلى إجراءات مؤسسية قابلة للتطبيق، مثل التحقق من المصادر، وشفافية الملكية والتمويل، ومدونات السلوك المهني، والمساءلة التصحيحية، والتدريب على الثقافة الرقمية، والرصد المستقل بضمانات تمنع التسييس. وتتمثل الإضافة العلمية للبحث في تقديم نموذج نظري قابل للتطوير والتطبيق في سياقات إعلامية مختلفة، بدل الاقتصار على وصف حالة إعلامية محددة.
