Abstract

ABSTRAK
Isu Royalti Petroleum di Malaysia sering menjadi tumpuan perdebatan walaupun peruntukan mengenai hasil petroleum telah termaktub dalam perjanjian antara Kerajaan Negeri dan Kerajaan Persekutuan. Pelaksanaan dan Pengagihan royalti tersebut kerap mencetuskan konflik politik yang kompleks sehingga melibatkan perbezaan tafsiran terhadap undang-undang sedia ada dan turut dipengaruhi oleh dinamik kuasa antara parti politik Kerajaan Negeri dan Persekutuan. Justeru itu, adalah menjadi tujuan penulisan artikel ini untuk menganalisis konflik politik dalam isu royalti petroleum di kawasan DUN Seberang Takir, Kuala Nerus, Terengganu. Kajian ini menggunakan kaedah mengumpul data lapangan yang melibatkan temu bual dan pemerhatian di lapangan. Hasil kajian mendapati bahawa terdapat kefahaman yang meluas tentang royalti petroleum termasuklah isu yang diketengahkan oleh Kerajaan Negeri iaitu hak penerimaan dan kaedah pengagihan dan penerimaan bayaran royalti. Faktor isu royalti petroleum ini dipolitikkan kerana perbezaan pemerintahan parti politik Kerajaan Pusat dan Kerajaan Negeri serta disabitkan dengan politik dendam ke atas kuasa pemerintahan parti pembangkang. Bagi impak isu royalti petroleum terhadap pilihan undi pula, isu ini tidak memberi perubahan drastik terhadap pilihan politik mereka dan akan terus menyokong pemerintahan yang mementingkan hak kebajikan seluruh rakyat negeri. Akhir sekali, PN akan kekal memerintah pada peringkat Negeri Terengganu pada PRU-16 akan datang dan gabungan BN dan PH juga masih akan mengekalkan pemerintahan mereka pada peringkat nasional. Kesimpulannya, kajian ini membantu dalam meluaskan ilmu pengetahuan politik dan isu semasa yang berlaku dalam negara serta perbezaan ideologi dan dinamik kuasa pemerintahan antara parti-parti politik di Malaysia. Kajian ini juga boleh menjadi rujukan politik pada masa hadapan dan diharap agar konflik penindasan kuasa dan tuntutan hak dapat diteliti dengan lebih baik demi kebaikan seluruh rakyat Malaysia.

ABSTRACT
The issues of Petroleum Royalty in Malaysia is often being the main focus of debate even though provisions on petroleum revenue have been enshrined in agreements between the State and Federal Government. The implementation and distribution of these royalties often spark complex political conflicts that involve difference in interpretation of existing laws and are also influenced by the power dynamics between the political parties of the State and Federal Government. Therefore, the purpose of writing this article is to analyze the political conflicts of petroleum royalty issues in the constituency area of Seberang Takir, Kuala Nerus, Terengganu. This study uses field data collection methods involving surveys, interviews and field observations. The results of the study found that there was understanding of petroleum royalties, including the highlighted issues by the State Government, namely the right to receive and the method of distribution and receipt of royalty payments. The factors that politicized the petroleum royalty issues was due to the difference in political parties ruling the Federal Government and the State Government, also was convicted of political revenge on the ruling power of the opposition party. As for the impact of the petroleum royalty issues on vote choice, this issue did not drastically change their political choices and would continue to support a government that prioritized the welfare rights of all the people of the state. Finally, PN would remain in power at the Terengganu State level in the upcoming GE-16 and the BN and PH coalition would also still maintain their rule at the national level. In conclusion, this study helps in expanding political knowledge and current issues occurring in the country as well as ideological differences and power dynamics between political parties in Malaysia. This study can also be a political reference in the future and it is hoped that the conflict of power oppression and rights demands can be better examined for the benefit of all Malaysians.
