SUSTAINABILITY CHALLENGES IN THE IMPLEMENTATION OF MS1900 STANDARD (SYARIAH-BASED QUALITY MANAGEMENT SYSTEM) IN MALAYSIAN COMMUNITY COLLEGE
Cabaran Kelestarian Pelaksanaan Piawaian Ms 1900 (Sistem Pengurusan Kualiti Berasaskan Syariah) di Sebuah Kolej Komuniti Malaysia
Abstract
Malaysia has been at the forefront of successfully establishing a standard for a Shariah-compliant Quality Management System (QMS) that was applied in 2005 for the first time. It is a standard known as the Quality Management System according to the Islamic perspective (MS1900: 2005), which was later amended in 2014 to a new standard named Shariah-Based Quality Management System (QMS) (MS1900). This case study aims to examine the challenges for the sustainability of implementing the MS1900 system, especially in a Community College in Perak, Malaysia. The study has three objectives: to identify employee attitudes, workload, and training challenges. The research data was collected through an observation method and semi-structured interview using a qualitative research method. The study's respondents were selected using purposive sampling consisting of individuals who are active in implementing MS1900 in Community Colleges. NVivo software was used to analyse the data. The study results found that the institution must overcome the three main challenges when implementing the MS 1900 standard, starting with the aspects related to the attitude of employees themselves, the heavy workload, and lack of training on the Quality Management System (QMS). This study is expected to introduce a significant contribution to developing the knowledge and theory of Islamic quality management in more depth.
